Covid-19: Kontrollierte Öffnung ab 15. November - Controlled Opening in Rodrigues as from November 15 with 7 Days of Paid Quarantine

 


 

Gestern nachmittag gab es das langersehnte Communiqué bezüglich der Öffnung des Flugverkehrs in Rodrigues durch Chefkommissar Serge Clair.

Hier die wichtigsten Entscheidungen und Informationen:

Der kommerzielle Flugverkehr wird kontrolliert am 15. November geöffnet, mit der Auflage, dass nur  Geimpfte hierherkommen können nach Einhaltung eines neuen Testprotokolls vor Abflug von Mauritius und in Rodrigues sowie der Auflage, sich in 7tägige bezahlte Hotelquarantäne zu begeben. Diese Maßnahme gilt erstmal bis zum 31.Dezember. Es muss ein Abstand von zwei Wochen nach der 2. Impfdosis vorliegen, bzw. 28 Tage nach der 1. Dosis. Für Rodriguer, die sich eine Hotelquarantäne nicht leisten können, wird ein Plan zu ihrer Unterstützung erarbeitet.

Diese Entscheidung ist gefallen auf dem Hintergrund, dass sich Rodrigues in der Lage fühlt, mit der aktuellen Situation der Pandemie umzugehen. Man fühlt sich aufgrund der Erfahrungen mit den letzten Repatriierungsflügen und den entdeckten Covid-19 Fällen ausreichend vorbereitet. 

Es gibt mittlerweile 10 Ventilatoren, wovon 3 noch über die WHO bezogen werden konnten, man hat einen Vorrat von 25000 Schnelltests sowie 5000 PCR Tests eingekauft und man hat eine Anästhesiemaschine erhalten, die es ermöglicht, einen OP-Raum für Covid-19 Patienten zu eröffnen.Man arbeite daran, noch weitere Medikamente zur Behandlung von Covid-19 Patienten zu bekommen.

Man hat in den drei Krankenhäusern, Crève Coeur, Mont Lubin und La Ferme Vorbereitungen getroffen, dass Patienten mit grippeartigen Symptomen direkt Zugang für Untersuchungen zu einen Flu-Klinik Bereich haben, sodass sie nicht mit anderen Patienten in Kontakt kommen.

Serge Clair führte an verschiedenen Punkten auf, dass Rodrigues es sich nicht leicht gemacht hat mit der Entscheidung, dass sie sowohl den Skeptikern, Gegnern und Befürwortern der Öffnung zugehört haben. Die oberste Priorität sei die Gesundheit und der Schutz der Bevölkerung, gerade auch seit Delta in Mauritius im Umlauf ist und er rief alle, die noch nicht geimpft sind, auf, sich impfen zu lassen. 

Mehr als 5000 Personen über 18 haben sich in Rodrigues noch nicht impfen lassen. Man hofft bald mit der Impfung der Kinder sowie Boosterimpfungen beginnen zu können.

Er appellierte an die Bevölkerung solidarisch und patriotisch zu sein und alle sanitären Barrierevorschriften einzuhalten.-

 


Yesterday afternoon there was the long-awaited communiqué regarding the opening of commercial air traffic in Rodrigues by Chief Inspector Serge Clair. 

Here the most important decisions and information: 
 
Commercial air traffic will be opened in a controlled manner as from November 15,  only vaccinated people are allowed entry, they have to comply with a new test protocol before departure from Mauritius and in Rodrigues and a 7-day paid hotel quarantine is mandatory. This measure is valid until December 31. There must be an interval of two weeks after the 2nd vaccination dose or 28 days after the 1st dose.
A plan is being drawn up to support Rodriguans, who can not afford hotel quarantine. 
 
This decision was taken on the background that Rodrigues feels able to deal with the current situation of the pandemic. The last repatriation flights and the discovered Covid-19 cases have shown that Rodrigues is sufficiently prepared. Rodrigues has now 10 ventilators, 3 of which were obtained by the WHO, a stock of 25,000 rapid antigen tests and 5,000 PCR tests have been purchased and an anesthesia machine has been received that makes it possible to open even an operating room for Covid-19 patients. Additional medication for the treatment of Covid-19 patients will come.
The three hospitals, Crève Coeur, Mont Lubin and La Ferme, have been set up with flu-clinics so that patients with flu-like symptoms will be examined there to avoid any contact with other patients. 
 
Serge Clair pointed out that the decision to open was not taken light-hearted. The different arguments of the skeptics, opponents and supporters of the opening were all heard. The top priority is the health and protection of the population, especially since the Delta variant has been circulating in Mauritius and he called on all who have not yet been vaccinated to get vaccinated. 
 
More than 5,000 Rodriguans of the adult population have not yet been vaccinated in Rodrigues. It is hoped to start vaccinating children and booster vaccinations soon.

La priorité des priorités mo gouvernement régional, c’est la santé publique ek protection la vie la population. Mo gouvernement fine toujours agir en plaçant bien-être tout dimoune au premier plan.
La population pou rappelle qui nous pas fine hésiter pou ferme nous frontière à 2 reprises afin qui nous protège nous population. Et ou fine trouve résultat nou bane décisions et nous banne actions.
Grace a sa banne décision courageuse là, nous in réussi empêche sa maladie la rentre dans la communauté à Rodrigues depuis plus ki 20 mois. 
 
Nous comprend aussi qui sa décision la fine enann beaucoup conséquences lors beaucoup banne rodriguais.En tant ki enn gouvernement responsable, nous fine faire tout ce qui nous capave pour diminuer l’impact sa fermeture la lors la population.
 
Depuis Avril dernier, ensam avec gouvernement central nous fine organise 18 vols pour rapatrier plus qui 1100 dimoune qui ti bloqué à Maurice.
Nous fine mette en place le Tourism Alternative Livelihood Scheme pou préserve l’emploi dans secteur touristique.
Nous fine aussi étendre sa scheme la pou banne entrepreneurs qui zot activité dépende beaucoup lors secteur touristique.
Nous fine faire suivi avec MRA pour ki banne Rodriguais bénéficier banne mesures national existant.
Mo tenir à rassure la population qui sa période de fermeture de nous frontière la ine permet nous prépare et consolide nous secteur la santé.
Mo fine personnellement faire ene demande pour qui ene délégation de banne technicien du Ministère la Santé vine Rodrigues.
 
D’après zot bane observations, zot fine trouver qui nous fine très bien préparer. Zot fine aussi suggère quelques améliorations pou nous vine encore plus efficace. Nous fine profite zot présence pou fer maximum formation nous personnel service la santé.
Grâce à bonne relation et confiance qui enan entre banne organisation internationale et mo gouvernement régional, nous fine gagne enn don de 3 Ventilators ek l’Organisation Mondiale de la Sante. Ça veut dire li pou faire ene total de 10 Ventilators pou Rodrigues.
Nous fine aussi gagne ene anesthetic machine qui pou permette nous ouvert ene la salle opération spécial juste pour banne patient qui enan covid. 
 
Nous enan plus qui 25,000 test antigène rapide en stock. Nous fine aussi acheter 5000 Test PCR. Nous pé consolide nou stock médicament pour traitement Covid.
Nous pé mette en place trois flu-clinic dans l’hôpital Crève-Cœur, Mont Lubin ek La Ferme. Tout patient qui enan symptôme la grippe pou passe par consultation dans sa bane flu-clinic la, pou zot pas mélange avec les autres patients. 
 
Couman zot conner, nous fine organise 3 vols rapatriement avec quarantaine à Rodrigues en Octobre. Malheureusement nous fine gagne 9 cas positifs importés lors sa bane vol la et parmi 2 qui toujours dans l’hôpital Mont Lubin en isolement. Zot l’état de santé pé amélioré.
Mo saluer le professionnalisme de tout banne personnel du service de la santé qui pé travaille dans centre d’isolation et quarantaine. Mo tenir à félicite aussi tout les zot frontliners pou zot courage et patriotisme. 
 
Zordi, sa faire moi encore plus fier de mo combat pour la rodriguanisation. Nous pé continuer démontrer qui nous Rodriguais, nous capave.
Couman mo fine dire, priorité mo gouvernement c’est protège la vie la population. Faudrait pas blier qui fermeture frontière li cause aussi beaucoup inconvénients lors la vie sociale et économique banne Rodriguais. 
 
C’est pour ça qui a ene certain moment nous pou bisin réouvert nous frontière.
Nou ti déjà annoncer qui bane vols entre Rodrigues ek Maurice ti pou reprend le 1er Novembre.
Nou fine toujours suivre de près l’évolution de sa pandémie a Maurice et nous fine prend connaissance banne dernier développement, surtout avec variant delta. Nou fine aussi écoute la population et nou fine comprend zot l’inquiétude.

C’est ene approche et décision prudente de nous part pour garde Rodrigues covid-safe et facilite mouvement banne dimoune entre Maurice et Rodrigues.
 
Le Conseil Exécutif ine proposer qui banne conditions suivant respecté par tout banne voyageur qui envie vine Rodrigues, notamment:-
a) Tout voyageur bisin ine faire tout zot vaccin; zot pou capave voyager seulement 14 jours après qui zot ine fer zot deuxième dose ou 28 jours pou banne vaccin 1 dose.
b) Zot pou bisin respecter ene nouveau protocole test Covid avant départ de Maurice et à Rodrigues;
c) Zot pou bisin faire 7 jours quarantaine à Rodrigues dans banne établissements touristiques agréés lors zot propre frais.
Mo rassure la population qui mo gouvernement régional pé mette en place en plan d’aide pou soutenir banne rodriguais ki dans le besoin pou zot capave paye zot quarantaine.
Reprise contrôlée banne vols avec sa banne condition la pour soulage la population. Nous comprend aussi qui enan certain secteur pou continuer subir l’impact sa pandemie la.
Nous fine prend décisions pou organise ene série de rencontres avec banne différent acteurs économiques et sociales pou nous guetter ensemble comment nous capave continuer accompagne zot.
 
En attendant la reprise totale, li important qui chaque dimoune prend so responsabilité comme ene vrai patriote. Zordi, ine prouver à travers le monde qui vaccin diminuer le risque qui ou gagne ene forme grave sa maladie la et li aussi diminuer transmission sa virus-là.
Enan environ 5000 dimoune âgée 18 ans ou plus ki pas encore faire zot vaccin dans Rodrigues. Mo faire ene appel pressant a sa banne dimoune la pou zot al faire zot vaccin le plus vite possible. Montrer qui ou content ou famille ou zenfants, ou papa, ou maman, ou frère ou sœur. Montrer qui ou ene vrai rodriguais et ou solidaire. 
 
Bientôt, nous pou aussi annonce banne date pour campagne booster dose. Sa pou permette protège ou encore plus contre sa virus la et so banne variant. Nous pé aussi travail avec Ministère la Sante lors ene calendrier pou qui nous commence vaccine banne enfant de moins de 18 ans.
Li important qui nous solidaire et uni comment ene peuple pour nous faire face ensemble contre sa épidémie là. Chaque bon geste qui nous adopter pour permette nou combatte virus la .
 
Mo faire appel à tout banne rodriguais qui nous mette en pratik ek respecter tout banne geste barrière ek suive tout consigne commission la sante surtout. C’est à dire nous mette nous masque comment bisin, nous lave nous la main, désinfecter nous la main régulièrement et garde bane distanciation physique.

Tourismus: Mauritius News...- Opening for international visitors under certain conditions...En deux phases: 15 Juillet & 1 Octobre


Seit 10. März dieses Jahres gab es bis auf wenige von der Regierung zugelassene (zumeist) Repatriierungsflüge, keine Möglichkeit nach Mauritius einzureisen. Bis zum 14. Juli wird das auch noch so bleiben. Doch es gibt Neuigkeiten.

Die Regierung nutzte die Haushaltsrede letzte Woche Freitag, um die Wiedereröffnung der mauritischen Grenzen ab dem 15. Juli anzukündigen. Es ist eine schrittweise Wiedereröffnung in 2 Phasen.

Phase 1: 15. Juli - 30. September 2021

Jeder, der nach Mauritius kommen möchte, muss vor dem Abflug nach Mauritius folgende Dokumente vorlegen: Impfzertifikat über Doppelimpfung gegen Covid-19, sowie...

- Negatives Covid-19-PCR-Testzertifikat, das zwischen 5 und 7 Tagen vor Abflug vom letzten Anreisepunkts ausgestellt wurde;

- Kaufbeleg eines Pauschalaufenthalts in einem der sicheren Hotelkomplexe auf Mauritius, die Covid-19 zertifiziert sind, deren Liste ab dem 20. Juni auf der MTPA-Website bekannt gegeben wird

Anders als zwischen Oktober 2020 und Beginn März 2021, kann der Gast nun den Hotelstrand und die Hoteleinrichtungen mit Ausnahme der Spas nutzen, also keine Hausquarantäne mehr mit Verpflichtung im Zimmer zu bleiben.

Während der 14 Tage werden am Ankunftstag, am Tag 7 sowie am 14.Tag PCR-Tests durchgeführt. Bei negativem Ergebnis kann ab da, das Land als Ganzes erkundet werden.

Ungeimpft: Nur Mauritier & Quarantäne

Bei ungeimpften Personen behalten sich die Behörden vor, nur mauritische Staatsangehörige aufzunehmen, sofern diese die Kriterien für PCR-Tests erfüllen und eine Quarantäne von 14 Tagen in einem offiziell ausgewiesenen Hotel durchführen. Quarantäne bedeutet dann wie bisher Hotelzimmerisolierung mit Mahlzeiten auf dem Zimmer, sowie PCR Tests bei Ankunft und an den Tagen 7 und 14.


Ab 1. Oktober

Die zweite Phase der Wiedereröffnung unserer Grenzen, die ab dem 1. Oktober beginnt, wird weniger starr sein, insbesondere ohne Einschränkungen für geimpfte Reisende. Sie können somit nach Vorlage eines negativen PCR-Tests, der innerhalb von 72 Stunden nach ihrer Ausreise durchgeführt wurde, in das Hoheitsgebiet von Mauritius einreisen.


Für ungeimpfte Reisende:

Verpflichtung zur Buchung einer 14-tägigen Quarantäne, Mahlzeiten und Transfers in einem offiziell ausgewiesenen Hotel inbegriffen; Verpflichtung 14 Tage im Hotelzimmer zu bleiben. Die Mahlzeiten werden aufs Zimmer gebracht; obligatorischer Durchgang von PCR-Tests am Anreisetag und an den Tagen 7 und 14. Erst nach einem negativen PCR-Test an Tag 14 darf ein ungeimpfter Reisender die Insel frei erkunden. Beachten Sie, dass jeder ungeimpfte Reisende während der Phase 1 oder 2 die Quarantänephase durchlaufen muss, bevor er die Insel frei erkunden darf.

Warum diese zwei Phasen?

Es wird erwartet, dass die Impfkampagne im Land erst bis Ende September soweit ist, dass Herdenimmunität erreicht ist.  Frontliner der Tourismusindustrie wurden priorisiert geimpft. Die Regierung  möchte einen schnellen und sicheren Neustart der Tourismusindustrie auf Mauritius.

Long awaited news on the horizon

Since March 10th of this year, apart from a few government-approved (mostly) repatriation flights, there has been no possibility of entering Mauritius. It will stay that way until July 14th. But there is news. The government used last week's budget speech on Friday to announce the reopening of the Mauritian borders from July 15th. It is a gradual reopening in 2 phases.


Phase 1 between 15. July and 30 September2020

Phase 2 as from 1 October 2021

In Phase 1 holidaymakers will be able to enjoy facilities within their chosen resort premises, including the swimming pool and beach. If guests stay over 14 days and have negative PCR tests during their stay in the resort, they will be able to explore the island’s attractions. However, for shorter stays, they may leave the resort earlier and travel back home. A list of pre-approved Covid-19 safe resorts will be available from 20 June 2021 at www.mauritiusnow.com

Travellers to Mauritius aged 18 years or over must be fully vaccinated against Covid-19. They must undergo a PCR test between 5 and 7 days before departure and a negative result is required to travel to the island. Travellers will also have a PCR test on arrival at the airport in Mauritius and on day 7 and 14 of their resort holiday, as applicable.

For Phase 2, from the 1st of October 2021, vaccinated travellers will be allowed entry without restrictions upon presentation of a negative PCR test taken within 72 hours before departure.

Unvaccinated travellers will be subject to 14 days in-room quarantine for both Phases 1 and 2 until further notice.

The announcement follows the acceleration of the vaccination campaign and the progress made towards herd immunity by the end of September. Frontliners of the tourism industry were prioritised during the vaccine rollout. This enables a prompt and safe restart of the Mauritius tourism industry.(source)


Depuis le 10 mars de cette année, à part de quelques vols de rapatriement approuvés par le gouvernement, il n'y a aucune possibilité d'entrer à Maurice. Il le restera jusqu'au 14 juillet. Mais il y a des nouvelles. Le gouvernement a profité du discours budgétaire de la semaine dernière vendredi pour annoncer la réouverture des frontières mauriciennes à partir du 15 juillet. Il s'agit d'une réouverture progressive en 2 phases avec une première phase jusqu’au 30 septembre, permettant ainsi aux voyageurs vaccinés de séjourner dans les hôtels de l’île.

Les vacanciers pourront profiter d’installations telles que les piscines et la plage dans l’établissement de leur choix. Au bout de 14 jours, ceux qui présentent des tests PCR négatifs pendant leur séjour hôtelier seront autorisés à visiter les attractions de l’île. Pour les séjours plus courts, les clients peuvent rentrer directement chez eux en quittant leur hôtel. Une liste d’établissements « Covid-19 Safe » agréés sera disponible à partir du 20 juin 2021 sur le site www.mauritiusnow.com

Les voyageurs visitant l’île Maurice (sauf ceux qui ont moins de 18 ans) doivent avoir complété leur vaccination contre la Covid-19. Ils doivent effectuer un test PCR 5 à 7 jours avant leur départ et un résultat négatif est impératif pour être autorisés sur le territoire mauricien. Il devront faire un test PCR à leur arrivée à l’aéroport de Maurice, ainsi qu’aux 7e et 14e jours de leur séjour hôtelier.

Pour la phase 2, à partir du 1er octobre 2021, aucune restriction ne sera appliquée pour les voyageurs vaccinés, qui pourront entrer sur le territoire sur présentation d’un test PCR négatif effectué dans les 72 heures précédant leur départ.

Jusqu’à nouvel ordre, les voyageurs non vaccinés devront observer une quarantaine de 14 jours au cours des phases 1 et 2.

Cette annonce fait suite à l’accélération de la campagne de vaccination et aux progrès réalisés en vue d’atteindre une immunité collective d’ici fin septembre. Le personnel en première ligne du tourisme et leur famille immédiate ont été vaccinés en priorité. Cela permet un redémarrage rapide et sûr du secteur, qui est un pilier important de l’économie mauricienne. (source)

Angesichts dieser Wiederaufnahme der Aktivitäten werden in den nächsten zwölf Monaten 650.000 Touristen erwartet. Zu diesem Zweck wird der MTPA ein Betrag von 420 Millionen Rupien zur Verfügung gestellt, um Werbe- und Marketingkampagnen in Zielgebieten wie Frankreich, Réunion, England, Deutschland, Italien, Südafrika und China zu organisieren. -

With this resumption of activity, 650,000 tourists are expected over the next twelve months. Und was ist mit Rodrigues? - And what about Rodrigues? - Et Rodrigues?

Bislang kennen wir noch nicht einmal das Datum, wann wieder Flüge zwischen Mauritius und Rodrigues aufgenommen werden. In keiner Verlautbarung wurde darauf eingegangen, ob es nicht für geimpfte Reisende ab 15. Juli möglich sein könnte, die 14 Tage Hotelresort auch hier zu buchen nach einem negativen Test bei Ankunft in Mauritius, sollten die Flüge ab 15. Juli wieder möglich sein.Wir gehen davon aus, dass Urlaub spätestens ab dem 1.Oktober für Geimpfte auf Rodrigues möglich sein müsste. Wie man sieht gibt es noch viele offene Fragen! Nur zur Information, Rodrigues hatte bis heute keinen einzigen registrierten COVID-19 Fall! Wir werden berichten, wenn sich Neuigkeiten ergeben... -

So far we do not even know the date when flights between Mauritius and Rodrigues will resume.Until now no announcement was made as to whether there is a possibility for vaccinated travelers from July 15 to book the 14-day hotel resort here too, after a negative test on arrival in Mauritius, and on the condition that flights have resumed by July 15.

Jusqu'à présent, nous ne connaissons même pas la date à laquelle les vols entre Maurice et Rodrigues reprendront. Aucune annonce n'a été faite non plus concernant une possibilité potentielle pour des voyageurs vaccinés de réserver un complexe hôtelier de 14 jours également à Rodrigues, après un test négatif à l'arrivée à l'aéroport de Maurice et si les vols entre Maurice et Rodrigues étaient à nouveau possibles à partir du 15 juillet. 

Par contre nous sommes optimistes que des vacances à Rodrigues devraient être possibles pour les personnes vaccinées à partir du 1er octobre au plus tard. Évidemment, il y a encore pas mal de questions ouvertes! En cas de nouvelles, on va vous laisser savoir ici.

À noter, Rodrigues n'a pas eu un seul cas COVID-19 enregistré à ce jour !

Die Pandemie hat uns nun schon seit mehr als 14 Monaten im Griff, und meistens sind die Nachrichten dazu eher nicht angetan, gute Laune zu verbreiten, doch dann und wann blitzen Nachrichten auf, die einen überraschen und zum Lachen bringen. Ein paar dieser Nachrichten, will ich ab jetzt auch in meinem Blog sammeln. Heute beginnen wir mit einer ausgesprochen pfiffigen Idee aus Rumänien, die Impfbereitschaft in der Bevölkerung anzukurbeln, und gleichzeitig auch dem brachliegenden Tourismus ein wenig auf die Sprünge zu helfen...-

Rumänien: Impfen bei Graf Dracula

Corona-Impfung vor gruseliger Kulisse: Um möglichst viele Menschen zu einer Corona-Impfung zu bewegen, lassen sich die rumänischen Behörden einiges einfallen.

So können sich Besucher auch auf dem "Dracula-Schloss" Bran ihre Impfung verabreichen lassen.

Am Wochenende standen deshalb hunderte Menschen vor der Burg in den Karpaten Schlange.

"Ich bin gekommen, um das Schloss mit meiner Familie zu besichtigen und als ich den Aushang gesehen habe, habe ich all meinen Mut zusammengenommen und mich impfen lassen", sagte der 39-jährige Liviu Necula.

Wer sich wie Necula traute, erhielt ein Zertifikat, das ihm "Kühnheit und Verantwortungsbewusstsein" bescheinigte, sowie eine kostenlose Führung durch die Folterkammer. Die Aktion richte sich vor allem an Touristen, aber auch an Einheimische und Angestellte des Schlosses, erklärte Marketingdirektor Alexandru Priscu.

Schloss Bran wird gemeinhin mit dem rumänischen Fürsten Vlad Tepes in Verbindung gebracht, der auch als "Der Pfähler" bekannt war und im 15. Jahrhundert lebte. Tatsächlich hielt er sich jedoch wohl nie auf Schloss Bran auf. Die Geschichte des Fürsten inspirierte den irischen Autor Bram Stoker zu seinem Vampir-Roman "Dracula" von 1897.

Um die Impfkampagne voranzutreiben, haben die rumänischen Behörden auch 24-stündige Impf-Marathons in der Rumänischen Nationalbibliothek in Bukarest organisiert. Bisher haben fast 3,6 Millionen der 19 Millionen Rumänen mindestens eine Impfdosis erhalten.

Diese Zentren sind für alle gedacht, die sich impfen lassen möchten, aber keine Lust haben, online einen Termin zu vereinbaren", sagte Beatrice Mahler, Leiterin des Krankenhauses von Marius Nasta, gegenüber AFP. Seit dem Start der unbeschwerten Kampagne am Wochenende - als fast 400 Menschen geimpft wurden - hat Priscu zahlreiche Anfragen von Ausländern erhalten, die sich in der gruseligen Umgebung impfen lassen möchten. Schlechte Nachrichten für sie: Nur Einwohner Rumäniens können offiziell einen Impfstoß erhalten. 

Seit Beginn der Pandemie hat Rumänien mehr als 1 Million COVID-19-Infektionen registriert und 29.034 Menschen sind gestorben.   -

Visitors to Romania's forbidding Bran Castle, widely known as the inspiration for the lair of Dracula, are being jabbed with needles rather than vampiric fangs this weekend in a coronavirus vaccination drive.

So last week-end hundreds of people were still standing in line in front of the castle in the Carpathian Mountains.

 "I came to visit the castle with my family and when I saw the poster, I gathered up my courage and agreed to get the injection," said 39-year-old engineer Liviu Necula.

Those who take the jab are handed a certificate hailing their "boldness and responsibility", promising they will be welcome at the castle "for the coming 100 years" - as well as offered a free tour of the "torture chamber". The campaign is aimed primarily at tourists, but also at locals and employees of the castle, explained Marketing Director Alexandru Priscu.

Nestled in a misty valley in the Carpathian mountains, Bran Castle is associated with the 15th-century Romanian prince Vlad Tepes, known as "the Impaler", although he never stayed there.

Dracula author Bram Stoker is believed to have been inspired by Vlad and descriptions of Bran Castle when writing his 1897 novel that helped found the modern vampire genre.

Romania's government has turned to local vaccination drives and 24-hour "marathons" at major venues like the National Library in Bucharest to get as many citizens as possible immunised.

"These centres are for everyone who wants to get vaccinated but doesn't feel like making an appointment online," Marius Nasta hospital director Beatrice Mahler told AFP. But she added that it would still be difficult to reach people living in the many areas without local doctors.

The country's government says it wants to vaccinate 10 million people by September, but almost half of Romanians say they are not inclined to get the jab - one of the highest hesitancy levels in Europe, according to a survey by Globesec.

Almost 3.6 million Romanians of the country's 19 million people have received at least one vaccine dose, with the authorities aiming for five million by June.

Since the light-hearted campaign was launched over the weekend — when nearly 400 people were vaccinated — Priscu said he has received scores of requests from foreigners wishing to get vaccinated in the spooky setting. Bad news for them: only residents of Romania can officially receive a jab.

Covid-19 : des Roumains vaccinés dans le terrible château de Dracula

Après la visite de la salle de torture du comte-vampire, les volontaires à la vaccination contre le coronavirus peuvent en profiter pour recevoir leur première dose. Un diplôme de «témérité et responsabilité» leur est ensuite remis.

Dracula a de quoi être jaloux: des centaines de personnes se sont pressées ce week-end devant «son» château de Bran (centre de la Roumanie) pour une piqûre, séduites non pas par son charme vénéneux mais par la possibilité de se faire vacciner contre le Covid-19.

 «Je suis venu visiter le château avec ma famille et quand j'ai vu l'affiche j'ai pris mon courage à deux mains et accepté de me faire piquer», a déclaré à l'AFP Liviu Necula, un ingénieur âgé de 39 ans.

Comme lui, toutes les personnes s'étant fait vacciner ont reçu un diplôme attestant de leur «témérité et responsabilité», ainsi que la promesse d'être accueillies au château «pendant les 100 prochaines années». 

«Nous ciblons surtout les touristes qui sont venus passer le week-end dans la région mais les locaux et les employés du château sont eux aussi les bienvenus», a indiqué le directeur de marketing, Alexandru Priscu. Une visite de la «salle des tortures» abritée par cette forteresse dont les fondations ont été posées par les chevaliers teutoniques en 1211 est également prévue pour ces «téméraires».

Niché dans une vallée brumeuse des Carpates, le château de Bran est associé au prince sanguinaire roumain du XVe siècle, Vlad Tepes («l'Empaleur») – qui a inspiré le personnage de Dracula à l'écrivain irlandais Bram Stoker —, même s'il n'y a sans doute jamais séjourné. Offert en 1920 par les autorités locales à la reine Marie de Roumanie, le château perché sur un rocher avait été confisqué par les communistes en 1948, avant d'être restitué en 2006 à Dominic de Habsbourg, héritier de l'ancienne famille royale.

Ich könnte unzählige psychologische und pragmatische Gründe aufzählen, warum ich meine Einladung zu einem Impftermin in Deutschland nicht abgewartet habe und mich in einem anderen Land impfen ließ. Im Kern geht es aber nur um eins: Ich hatte die Möglichkeit, mich sofort und unbürokratisch impfen zu lassen.

Als gesunde und junge Person ohne Vorerkrankungen wäre ich nach den diversen Impfrechnern in Deutschland erst im August mit dem ersten Impftermin dran. Mit zwei Staatsbürgerschaften gehöre ich aber zu denen, die sich in zwei EU-Ländern impfen lassen können. Für mich gab es diese Möglichkeit in Rumänien. Im rumänischen Registerportal konnte ich mir mit zwei Klicks einen sofortigen Impftermin reservieren. Kurz darauf habe ich meine Flüge gebucht.

Eine Impfkampagne, die in ihrer Effizienz überrascht

Rumänien mit seinen 20 Millionen Einwohnern ist, was das Impfen angeht, ein Paradox: Denn obwohl die medizinische Versorgung in vielen Fällen katastrophal ist, hat das Land eine überraschend effiziente Impfkampagne aufgestellt. Überraschend ist auch, dass trotz teilweise katastrophalen Zustände in den Krankenhäusern die Covid-Sterblichkeitsrate in Rumänien auf dem gleichen Niveau ist, wie in Deutschland. 2,50 Prozent der Infizierten starben in Rumänien, in Deutschland sind es 2,61 Prozent. Corona hat aber auch dieses Land nicht geschont, die aktuellen Inzidenzwerte in einzelnen Städten liegen weit über den deutschen Werten und die Zahl der Infizierten ist dadurch auch im Verhältnis höher als hierzulande.

Wie die Regierung das Land durch die Krise steuerte, konnte ich durch den regelmäßigen Austausch mit Familie und Freunden mitverfolgen. Auch dort sind die Unterschiede je nach Region groß – und auch dort sind die Demonstrationen der Corona-Leugner eine große Herausforderung für die Bekämpfung der Pandemie. Einiges lief aber in Rumänien anders: So wurde beispielsweise nach dem Ausbruch der Pandemie die Quarantänepflicht ernst genommen und Verstöße mit Geldstrafen geahndet. Schulschließungen dauerten mehrere Monate und Masken sind auch auf der Straße Pflicht.

Seit Mitte März ist die Anmeldung für alle offen

Auch als es zum Impfen kam, stellte das Land eine andere Strategie auf. Die Impfkampagne ging am 27. Dezember 2020 los: Priorität hatte das medizinische Personal und Mitarbeiter in öffentlichen und sozialen Einrichtungen, die sich durch ihre Arbeit mit Menschen täglich exponiert sind. Ab dem 15. Januar 2021 konnten sich dann auch Personen über 65, für Risikogruppen mit chronischen Krankheiten, aber auch Obdachlose und systemrelevante Berufe für einen Impftermin anmelden. Die Gruppe systemrelevanter Berufe hat das Land weit gefasst: So galten auch Lehrer, Journalisten und Mitarbeiter in der Verwaltung als systemrelevant. 

Ab dem 15. März öffnete das Online-Impfportal für die ganze Bevölkerung und folgte damit seiner auf zwei Säulen basierter Strategie. Wer sich schnell impfen lassen will, dem steht in erster Linie der Impfstoff von AstraZeneca zur Verfügung. Wer lieber auf die mRNA-Impfstoffe setzt, muss sich meistens auf eine Warteliste eintragen. Die Wartelisten, die im Schnitt 600 bis 2,500 Personen umfassen, priorisieren weiterhin automatisch die Risikogruppen.

Ich konnte aus drei Impfzentren wählen

So wird sichergestellt, dass Risikogruppen, ältere Menschen und systemrelevante Berufe weiterhin Priorität genießen und die Impfbereitschaft junger und gesunder Menschen, wie ich, zu keinen Engpässen führt. 

Eine Online-Karte zeigt die Verfügbarkeit in den rund 350 Impfzentren des Landes. So konnte ich mir den Stand in den einzelnen Impfzentren anschauen: Wo gibt es noch freie Termine? Welcher Impfstoff wird verabreicht? Mit einer Identifikationsnummer aus meinem Pass konnte ich mich über das Online-Portal registrieren. In die Universitätsstadt Klausenburg (Cluj-Napoca auf rumänisch) im Westen Rumäniens, wo meine Freunde wohnen und wohin es auch regelmäßige Direktflüge gibt, konnte ich aus drei Impfzentren wählen, die freie Termine hatten. 

Der zentrale Unterschied in der Strategie liegt darin, dass die Impfstoffe nicht zurückgehalten werden, um einer ursprünglich festgelegten Impfreihenfolge zu folgen. Dort, wo tausende von AstraZeneca-Impfdosen in den Kühlschränken liegen, gibt das System Termine frei. So gab es am Montag zum Beispiel über 65.000 freie Termine - zum Großteil AstraZeneca, einige wenige für Pfizer/Biontech und 2.400 für den Moderna Impfstoff. Vereinfacht wird alles dadurch, dass man unabhängig vom Wohnort sich überall anmelden und impfen lassen kann.

Das Impfzentrum, bei dem ich mich angemeldet habe, wurde in der Turnhalle eines Gymnasiums eingerichtet. Krankenschwestern, Ärzte und Helfer sorgten für einen schnellen Ablauf. Während die Helfer meinen Ausweis mit der Terminbestätigung abglichen, füllte ich einen Fragebogen aus. Es ging darum, ob ich chronische Krankheiten habe, Arzneimittel nehme und ob ich Unverträglichkeiten habe – der Fragebogen, den man oft auch beim regulären Arztbesuch in Deutschland ausfüllt. Ich musste auch unterschreiben, dass ich mich freiwillig zum Impfen entschieden habe.

Danach hat mich eine Krankenschwester in eine der separierten Räumlichkeiten geholt, wo ich die Impfung bekommen habe. Im Anschluss bekam ich die digital signierte Bescheinigung über die genauen Angaben zur Impfung und nach 15 Minuten durfte ich das Impfzentrum verlassen. 

AstraZeneca wird weiter verimpft - an alle Altersgruppen

An diesem Tag hätten sich hier noch 200 Personen impfen lassen können. Aber auch in Rumänien haben die Meldungen über die Thrombose-Risiken bei AstraZeneca zu etwa 200.000 Terminabsagen geführt. Zwar hat das Land noch keine Thrombosefälle im Zusammenhang mit dem Impfstoff registriert, dennoch beobachten die Behörden die Entwicklung und werden die Verabreichung der zweiten Dosis stoppen, wenn es entsprechende Erkenntnisse gibt. Bislang ist das zuständige Expertenteam jedoch der Meinung, dass AstraZeneca nicht weniger Risiken birgt, als alle anderen Impfstoffe und setzen das Impfen fort. 

Trotz besseren Zugangs zum Impfstoff hat Rumänien niedrigere Impfraten als Deutschland, wie die Zahlen der Universität Oxford zeigen. Stand 10. April wurde nur 11,74 Prozent der Bevölkerung geimpft, in Deutschland waren es 4 Prozent mehr. Die niedrige Impfrate liegt auch daran, dass es auch in Rumänien viele Bürger gibt, die dem Impfen skeptisch gegenüber stehen oder die Pandemie leugnen. Außerdem ist es für viele ältere Menschen in ländlichen Regionen nicht so einfach, sich online oder telefonisch registrieren zu lassen. Sie sollen ab Ende April von ihren Hausärzten geimpft werden.

In die AstraZeneca-Impfzentren zieht es vor allem die jüngeren Leute: Die, die wegen ihrer Arbeit oder schulpflichtigen Kindern sich nicht komplett isolieren können. Und die schnellstmöglich wieder reisen wollen.

Bekannte reisten auch nach Serbien und Ungarn

Ich bin nicht die einzige, die es ins Ausland zog für eine Impfung. Auch aus Belgien und Frankreich reisten Bekannte nach Ungarn oder Rumänien, um sich dort schnell impfen zu lassen. Einige Bekannte reisten nach Serbien, wo sie ohne Aufenthaltstitel sich auch als deutsche Staatsbürger impfen lassen konnten. Das Land hat zu viel bestellt, es blieb genügend Impfstoff übrig. Der andere Grund ist, dass nicht alle in Serbien bisher die Impfung erhalten haben, weil viele ihr skeptisch gegenüber stehen. Die serbischen Impfzentren waren teilweise rund um die Uhr geöffnet, um die Impfwilligen zu empfangen. Für diejenigen, die eine britische Krankenversicherungsnummer haben, steht der Weg offen, sich in Großbritannien impfen zu lassen.

Nach meiner Erfahrung und Gesprächen mit sechs Personen aus Deutschland und Belgien, die sich ebenfalls in einem anderen Land impfen ließen, spricht nichts gegen einen solchen Versuch. Es lohnt sich jedoch abzuwägen, mit welcher Ansteckungsgefahr eine solche Reise einhergeht.

Trotz Impfung gelten die Lockdown-Regeln

Meine Freunde, die sich im Alter zwischen 30 und 45 impfen ließen, müssen sich in Rumänien weiterhin an die strengen Einschränkungen halten: Sie tragen überall Masken und halten sich an die Ausgangssperren. Doch in einer Pandemie, in der man sich seit einem Jahr der Situation ausgeliefert fühlt, hat die Entscheidung, sich impfen zu lassen, was Besonderes. Zum ersten Mal seit einem Jahr sind immer mehr Menschen in der Lage, selbst etwas gegen die Pandemie zu tun. 

Es war auch seit einiger Zeit für viele in meinem Freundeskreis in Rumänien das erste Mal seit März 2020, dass sie wieder sorglos mit ihren ebenfalls geimpften Eltern die Feiertage verbringen konnten. Ein winziger Schritt in die Normalität, der aber in der Pandemie auf einmal doch so viel bedeutet.

As a healthy and young person without previous illnesses, according to the various vaccination calculators in Germany, it would not be my turn to have the first vaccination appointment until August. With two citizenships, however, I am one of those people who can be vaccinated in two EU countries. For me there was this possibility in Romania. I was able to reserve an immediate vaccination appointment with two clicks in the Romanian register portal. Shortly afterwards I booked my flights. 
 
A vaccination campaign that is surprising in its efficiency
 
Romania, with its 20 million inhabitants, is a paradox when it comes to vaccination: Although medical care is catastrophic in many cases, the country has set up a surprisingly efficient vaccination campaign. It is also surprising that despite the sometimes catastrophic conditions in the hospitals, the Covid mortality rate in Romania is at the same level as in Germany. 2.50 percent of those infected died in Romania, in Germany it is 2.61 percent. Corona has not spared this country either, the current incidence values ​​in individual cities are far above the German values ​​and the number of infected people is therefore also proportionally higher than in this country.
 
I was able to follow how the government steered the country through the crisis through regular exchanges with family and friends. There, too, the differences are great depending on the region - and there, too, the demonstrations by the Corona deniers are a great challenge for combating the pandemic. But some things went differently in Romania: For example, after the outbreak of the pandemic, the quarantine obligation was taken seriously and violations were punished with fines. Schools closed for several months and masks are compulsory even on the streets. Registration has been open to everyone since mid-March.
 
When it came to vaccination, the country adopted a different strategy. The vaccination campaign started on December 27, 2020: The priority was given to medical staff and employees in public and social institutions who are exposed every day through their work with people. From January 15, 2021, people over 65, for risk groups with chronic diseases, but also the homeless and systemically relevant professions, could register for an appointment for vaccinations. The country has broadly defined the group of systemically important professions: Teachers, journalists and administrative staff were also considered to be systemically relevant.
 
The online vaccination portal opened for the entire population on March 15, following its strategy based on two pillars. I could choose from three vaccination centers 
 
This ensures that risk groups, older people and systemically important professions continue to enjoy priority and that the willingness to vaccinate young and healthy people like me does not lead to bottlenecks. 
 
An online map shows availability in around 350 vaccination centers in the country. So I was able to look at the status in the individual vaccination centers: Where are there still vacancies? Which vaccine is given? I was able to register via the online portal with an identification number from my passport. In the university town of Cluj-Napoca (Cluj-Napoca in Romanian) in western Romania, where my friends live and where there are also regular direct flights, I could choose from three vaccination centers that had free appointments.
 
The key difference in the strategy is that the vaccines are not withheld in order to follow an originally established vaccination sequence. The system releases appointments where there are thousands of AstraZeneca vaccination doses in the refrigerators. For example, there were over 65,000 free appointments on Monday - mostly AstraZeneca, a few for Pfizer / Biontech and 2,400 for the Moderna vaccine. Everything is simplified by the fact that you can register and get vaccinated anywhere, regardless of where you live. 
 
The vaccination center I registered with was set up in the gymnasium of a high school. Nurses, doctors and helpers ensured that everything went quickly. While the helpers compared my ID with the appointment confirmation, I filled out a questionnaire. 
 
It was about whether I have chronic illnesses, whether I take medication and whether I have intolerances - the questionnaire that you often get when you visit a doctor on a regular basis in Germany.  I also had to sign that I voluntarily decided to vaccinate. 
 
Then a nurse took me to one of the separate rooms where I got the vaccination. I then received the digitally signed certificate stating the exact details of the vaccination and after 15 minutes I was allowed to leave the vaccination center. 
 
AstraZeneca continues to be vaccinated - to all age groups
 
On that day, 200 people could have been vaccinated here. In Romania, too, reports about the risk of thrombosis at AstraZeneca have led to around 200,000 appointment cancellations. While the country has not yet registered any thrombosis-related cases with the vaccine, the authorities are monitoring developments and will stop the second dose if they become known.So far, however, the team of experts in charge is of the opinion that AstraZeneca does not pose any fewer risks than any other vaccine and is continuing to vaccinate. 
 
Despite better access to the vaccine, Romania has lower vaccination rates than Germany, as the figures from Oxford University show. As of April 10, only 11.74 percent of the population was vaccinated, in Germany it was 4 percent more. 
 
The low vaccination rate is also due to the fact that there are many citizens in Romania who are skeptical about vaccination or who deny the pandemic. In addition, it is not so easy for many elderly people in rural areas to register online or over the phone. They should be vaccinated by their family doctors from the end of April. The AstraZeneca vaccination centers are particularly popular with younger people: those who cannot isolate themselves completely because of their work or school-age children. And who want to travel again as soon as possible. 
 
Friends also traveled to Serbia and Hungary
 
I'm not the only one who went abroad for a vaccination. Friends from Belgium and France also traveled to Hungary or Romania to get vaccinated there quickly. Some acquaintances traveled to Serbia, where they could be vaccinated as German citizens without a residence permit. The country has ordered too much, there was enough vaccine left. The other reason is that not everyone in Serbia has received the vaccination yet because many are skeptical about it. Some of the Serbian vaccination centers were open around the clock to receive those who wanted to be vaccinated. For those with a UK health insurance number, the way is open to get vaccinated in the UK. In my experience and conversations with six people from Germany and Belgium who also had themselves vaccinated in another country, nothing speaks against such an attempt. However, it is worth weighing up the risk of infection associated with such a trip.
 
Despite the vaccination, the lockdown rules apply 
 
My friends, who were vaccinated between the ages of 30 and 45, still have to adhere to the strict restrictions in Romania: They wear masks everywhere and adhere to the curfew. But in a pandemic in which you have been at the mercy of the situation for a year, the decision to get vaccinated is something special. For the first time in a year, more and more people are able to do something about the pandemic themselves. It was also the first time for many in my circle of friends in Romania since March 2020 that they could spend the holidays carefree with their parents, who were also vaccinated. A tiny step towards normality, which suddenly means so much in the pandemic.
