War on the horizon???

This was today in my Inbox as I have subscribed to the New York Times newsletter. This edition is about the conflict concerning Ukraine and Russia and the role of the US and European countries...Although I hate to bring this topic here in my blog, I think it deserves debate and knowledge.

My position is clear - war has to be avoided at all costs and the West should not play this power game in the name of protecting the Ukraine, seeing all the military preparations going on makes me sick to the core...

“This is not going to be a war of Ukraine and Russia. This is going to be a European war, a full-fledged war.”

Those, in the words of President Volodymyr Zelensky of Ukraine, are the stakes of the crisis that has enveloped his country, now the site of the worst diplomatic dispute between Russia and the West in decades. Over recent months, Russia has massed about 130,000 troops on Ukraine’s borders, prompting fears of a full-scale invasion.

President Biden responded to the escalation this week by ordering about 3,000 additional troops into Eastern Europe, but has stressed that war is not inevitable. “If Russia is sincere about addressing our respective security concerns through dialogue, the United States and our allies and partners will continue to engage in good faith,” he said on Monday.

How should the Biden administration go about defusing the conflict, and what consequences, if any, should it impose on Russia if it fails? Here’s what people are saying.

Wait, how did we get here?

After the Soviet Union collapsed, Ukraine won its sovereignty from Russia in exchange for dismantling its nuclear arsenal, and for decades the country aligned itself with neither Russia nor the West. In 2008, however, Ukraine’s president, Viktor Yushchenko, sought membership in NATO, earning strong public support from President George W. Bush.

Russia saw this development as an act of aggression. “Were Ukraine to join NATO, the alliance would then have a 1,200-mile land border with Russia, a situation no major power would abide, no matter how loudly the Atlantic alliance claims to be purely defensive,” The Times editorial board explained.

The situation escalated in 2014, when Yushchenko’s more Russia-friendly successor was overthrown amid widespread protests.

In recent weeks, President Vladimir Putin formally demanded that Ukraine never join NATO and that the organization withdraw troops and nuclear weapons from former Soviet countries. “The immediate aim, to be sure, is to return Ukraine to Russia’s orbit,” Lilia Shevtsova writes in The Times. But “Putin’s design is grand: to refashion the post-Cold War settlement, in the process guaranteeing the survival of Russia’s personalized power system.”

 Would Russia actually invade?

Some analysts and politicians doubt it. The Russian government has said repeatedly that it has no plans to launch an attack — and restraint might actually be in its best interests.

“Europeans and Ukrainians believe that a hybrid strategy — involving military presence on the border, weaponization of energy flows and cyberattacks — will serve him better” than a hot war, Ivan Krastev, a political scientist, writes in The Times. “By hardening the conflict, Mr. Putin could cohere his opponents. Holding back, by contrast, could have the opposite effect: The policy of maximum pressure, short of an invasion, may end up dividing and paralyzing NATO.”

The case for ‘peace through strength’

To some commentators, the United States has a moral imperative to do everything it can, short of mounting a ground war in Ukraine, to combat Russian aggression — and not just because Biden made a campaign promise to “hold the Putin regime accountable” for its crimes.

“Weakness makes conflicts more likely, not less likely,” Jim Geraghty argues in National Review. “If Putin concludes the U.S. and NATO isn’t really willing to strain itself to defend applicant country Ukraine, he might conclude the U.S. and other NATO states like Germany wouldn’t really come to the aid of member states like Estonia, Latvia, and Lithuania.”

A more aggressive response would also serve the interests of the Ukrainian people, Dmytro Kuleba, Ukraine’s foreign affairs minister, has argued. In a December Foreign Affairs piece, he called on the Biden administration to take three steps to safeguard Ukraine’s independence:

  • Make it plain to Russia that Ukraine is a future member of both the European Union and NATO and that its sovereignty is nonnegotiable.
  • Prepare to enact sanctions in the worst-case scenario of an invasion.
  • Provide more military assistance to Ukraine, including ammunition and air and missile defenses.

“Ukraine’s goal is simple: peace through strength,” he wrote. “For now, the United States and its European allies should talk to Putin to win time while strengthening Ukraine to the extent that Russia will simply have no feasible military option for invading it.”

Is there room for diplomacy in such a strategy? The Times columnist Bret Stephens doesn’t think so. “We should break off talks with Russia now: No country ought to expect diplomatic rewards from Washington while it threatens the destruction of our friends,” he writes. “Biden needs to stand tough on Ukraine in order to save NATO.”

The case for military restraint

As Fiona Harrigan points out in Reason, one immediate objection to U.S. military intervention is the absence of a popular mandate for it. “While the president is authorized under the Constitution to direct the U.S. Armed Forces, he can only do so following a congressional declaration of war,” she notes.

But it’s also not clear whether military aid would prove an effective deterrent. If Putin is indeed committed to invading Ukraine, Samuel Charap and Scott Boston of the RAND Corporation argue that he “is unlikely to be deterred by whatever U.S. military assistance can be delivered in the coming weeks.” They are not alone in that analysis.

In the view of Stephen Wertheim and Joshua Shifrinson, the Biden administration should instead pursue a diplomatic approach that supports Ukraine’s independence, but does not seek to tether it to the West through NATO. “Do Americans really wish to risk war with other great powers, near those countries’ borders and over issues of questionable importance to America’s security and prosperity?” they wrote in The Washington Post in December. “If the answer is no, the United States should halt the expansionist drift of its post-Cold War policies.”

If diplomacy fails, economic sanctions are another option with broad support among foreign policy experts. A survey of 362 international relations scholars found that nearly 90 percent of respondents would support their use in the event of an invasion.

With sanctions, however, the administration would face a difficult balance to strike between maximizing pressure on the Russian government and minimizing the suffering for ordinary Russian citizens (as well as for Europeans, who depend on Russian natural gas). Putin’s wealth is well concealed and difficult to target; more broad-based assaults on Russia’s financial system could raise prices of food and clothing, or, worse, cause a market crash that decimates pensions and savings accounts.

For now, the White House is reportedly preparing sanctions on oligarchs who are “in or near the inner circle of the Kremlin.” Bill Browder, once the largest foreign investor in Russia, believes this is the right idea: “If you ask any Russian dissident or opposition politician what would stop Putin, they would all point toward this strategy,” he writes for Time.

In the longer term, the Biden administration could try to broker a compromise called the Minsk II agreement. Initially proposed between Russia and Ukraine in 2015, it won the support of the European Union and the United Nations but was never implemented. On the one hand, the agreement would guarantee an independent Ukraine with Russian forces removed and separatists disarmed; on the other, it would promise full autonomy for the Donbas region and an end to Ukraine’s NATO ambitions.

“A new round of ‘Minsk talks’ will be held in Berlin in the second week of February,” Katrina vanden Heuvel notes in The Washington Post. “As we confront the worst U.S.-Russian confrontation in decades, isn’t it time for the United States to join with its allies to revive a path to a settlement that might lead to a stable peace?”

Shit happens....

Nein, das ist kein Kuchen von Valérie. Und leider wird aus Hundehaufen, denn darum geht es heute appetitlicherweise, auch kein Schokoladenkuchen.-

No, this is not a cake of Valérie, and unfortunately dog poop, because this is what this post is appetizingly about, does not transform into chocolate cake.


Leider hat sich auch diese Übung bei Hunden noch nicht sehr herumgesprochen...-

Manche Hunde scheinen durch solche Schilder sogar eher inspiriert als abgehalten zu werden ...-

Denn es soll vorgekommen sein, dass tatsächlich Menschen immer wieder in Hundehaufen treten oder darin sogar ausrutschen. Sehr unangenehm, wenn man gerade auf dem Weg zur Arbeit, ins Konzert oder zu einem wichtigen Date ist.-

A sophisticated trendy solution....DNA testing

Doch in einigen Regionen dieser Erde weiß man sich bereits zu helfen. Denn nachdem Schilder wie oben durchschlagenden Erfolg nur bei einzelnen Hunden zeitigten, hat man sich des Problems mit DNA Proben angenommen. Ja, Sie haben richtig gelesen. DNA. Womit man Mörder fängt, Familien zusammenführt oder Vaterschaftstests macht. Hier jedoch geht es darum Täter anderer Art aufzuspüren, nämlich die, die die Haufen ihrer Hunde einfach nicht wegmachen.(Jetzt staunen vor allem die Menschen kleiner Inseln im Indischen Ozean, denn sie wussten bislang gar nicht, dass man Hundehaufen tatsächlich auch wegmachen kann und in den meisten Ländern sogar wegmachen muss...))

However, in some regions of the world people have come up with solutions to the problem.Since signs such as the one above showed resounding success only in individual dogs, the problem has been tackled now with DNA samples. Yes, you read that right. DNA. With which one usually catches murderers, reunites families or carries out paternity tests. Here, however, it is about a different kind of offender to be tracked down, namely those who simply don't scoop the heaps of their dogs.(Now, above all, especially the people of small islands in the Indian Ocean will be genuinely surprised, because, until now, they didn't even know that dog piles can indeed be removed and that in most countries it is even an offense not to do so. ...))

So werden bspw. spezielle DNA-Abstrich-Test-Sets wie die von BioPet oder PooPrints von einigen US-Wohnanlagen verwendet, Kostenpunkt $ 29,99 für das Abstrich-Set, 10 $ für ein Fläschchen für die Proben und $ 50, um sie zu analysieren, was in der Regel ein bis zwei Wochen dauert.

Jeder, der einen Hund in so einem Wohnblock besitzt, muss eine DNA Probe einreichen, entnommen durch Reiben mit einem Wattestäbchen in der Maulumgebung des Tieres, und dann zum Labor des jeweiligen Vet Lab Unternehmens geschickt, wird sie Teil einer weltweiten Datenbank, über die die Besitzer von Hunden ausfindig gemacht werden können, die die Hundehaufen ihrer Vierbeiner einfach liegengelassen haben.-
 
Special DNA swabbing testing kits like the one from BioPet or PooPrints are used for instance by some US residential complexes, systems that cost around $29.99 for the swabbing kit, $10 for a vial to hold the samples and $50 to analyze them, which usually takes a week or two.

Everyone who owns a dog must submit a sample of its DNA, taken by rubbing a cotton swab around inside the animal’s mouth which is sent then to the respective Vet Lab company that enters it into a worldwide database where samples of unscooped dog piles can be sent in for identification of the offending owner.


Seit Jahren diskutiert, in einer israelischen Kleinstadt und in verschiedenen Wohnkomplexen in den USA schon praktiziert, erwägt nun Prag, eine Datenbank mit Hunde DNA Proben einzurichten um in Zukunft Hundehalter zur Kasse zu bitten, die den Kot ihrer Hunde in der Öffentlichkeit nicht entfernen.
Zwei Millionen Hunde gibt es in Tschechien, jeder fünfte Einwohner ist auf den Hund gekommen. Das ist Spitze im EU-Durchschnitt. Doch die Hundeliebe hinterlässt Spuren.
Rund eine Tonne Hundekot muss in Prag jeden Tag entsorgt werden.
Um verantwortungslose Hundehalter aus der Anonymität zu holen, soll auch hier jeder Besitzer künftig die DNA seines Hundes freiwillig registrieren lassen. Ein Hundehaar oder eine Speichelprobe genüge für den Gencode in der Datenbank, mit dem dann festgestellt werden kann, wer seine Mitbürger zum Slalomlaufen zwingt.-

Und für alle, die eher Zweifel haben, inwieweit mit Hilfe solcher DNA Tests Hundehalter wirklich hinter ihren Hunden saubermachen, hier nun eine ganz andere Strategie aus New Taipei City, und ich wette, dies würde sogar hier funktionieren ...

"Ab dem 1. August (2011), können Hundebesitzer und andere Bewohner von New Taipei City, am Rande der Hauptstadt Taipei, Abfälle an die Regierungsreinigungsteams im Austausch für Tickets an einer Verlosung aushändigen. Die Preise:. Drei Goldbarren im Wert von T $ 60.000 ($ 2100), T $ 18.000 und T $ 12.000. "-

"And for those who have second thoughts about enforcing people to scoop up with the help pf DNA tests, here a complete different strategy applied in New Taipei City, and I bet, this would work even here..."

"Starting from August 1 (2011), dog owners and other residents of New Taipei City, bordering the capital Taipei, can hand in waste to government cleaning teams in exchange for tickets to a lucky draw. The prizes: three gold ingots worth T$60,000 ($2,100), T$18,000 and T$12,000."

Tornados...


Faszinierend schöne Bilder. Leider zu gegebenem Anlass aber schon wieder ein Katastrophen-Beitrag, diesmal geht es um Tornados, die zur Zeit gleich in 6 US-Staaten ihre zerstörerischen Spuren ziehen. Um die 150 Tornados in nur knapp 24 Stunden wurden dokumentiert...Nicht erst seit den Desperate Housewives bin ich froh, dass ich in keiner ausgesprochenen Tornadozone wohne, ein tropischer Zyklon, wie wir ihn hier erleben können, kommt mir im Vergleich dazu - fast- wie ein Kinderspiel vor, noch war das Auge auch noch nie direkt über uns... Anstelle eines aktuellen Ereignisrückblicks, heute einfach ein paar Infos über Tornados.

Fascinating and impressive images. Unfortunately, the reason behind this topic is once again disaster. Violent tornadoes have left their destructive tracks in 6 U.S. states at the same time. About 150 tornadoes were counted in just under 24 hours... Even before watching Desperate Housewives, I have been glad not to live in a tornado zone, a tropical cyclone, common to our region, seems to me in comparison - almost - as a children's game, at least as long as the "eye" stays far enough away...Instead of a review, just some infos about tornadoes which I found here.


Tornados können zu jeder Zeit im Jahr auftreten. In den südlichen Staaten der USA ist die Hauptsaison für Tornados von März bis Mai, während die Spitzenzeiten in den nördlichen Staaten im Sommer sind. -

Tornadoes can occur at any time of the year. In the southern states, peak tornado occurrence is in March through May, while peak months in northern states are during the summer.


Tornados finden am ehesten zwischen 3 und 9 Uhr statt, sind aber dafür bekannt, zu allen Tageszeiten aufzutreten. -

Tornadoes are most likely between 3 and 9 p.m. but have been known to occur at all hours.

Tornados sind am häufigsten im Frühjahr und am seltensten im Winter. Da Herbst und Frühling Übergangsjahreszeiten sind (warm bis kühl und umgekehrt) gibt es mehr Möglichkeiten, dass kühlere Luft auf wärmere Luft trifft, was zu Gewittern führt. -

Tornadoes are most common in spring and least common in winter. Since autumn and spring are transitional periods (warm to cool and vice versa) there are more chances of cooler air meeting with warmer air, resulting in thunderstorms.


April bis Juni ist Tornado-Saison in den meisten Teilen der Vereinigten Staaten.
Während 90% aller Tornados in den Vereinigten Staaten auftreten infolge von Stürmen durch trockene kühle Polarluft aus Kanada, die auf die warme feuchte Luft vom Golf von Mexiko trifft, kommen Tornados tatsächlich auf der ganzen Welt vor. Ca. 800-1200 Tornados treten in den USA jedes Jahr auf, die meisten in unbewohnten Gebieten. Ein großer Teil der Vereinigten Staaten kommen in einem Gebiet vor, bekannt als Tornado Alley, die sich vom Nordwesten von Texas über Oklahoma und Kansas erstreckt. -

April through June is tornado season across most of the United States.
While 90% of tornadoes strike in the United States due to storms created by dry cool polar air from Canada which meets warm moist air from the Gulf of Mexico, tornadoes actually strike around the world. About 800-1200 tornadoes occur in the U.S. each year although most occur in uninhabited areas. A large proportion of United States tornadoes strike in an area known as Tornado Alley, which stretches from northwest Texas, across Oklahoma and Kansas.


Tornados bilden eine kreisförmige Säule niedrigen Drucks (bis zu etwa 100 Millibar niedriger als die umgebende Luft), um die sehr schneller Wind herumkreist mit Geschwindigkeiten von 200 bis 500 Meilen pro Stunde. Tornadoes form a circular column of low pressure (up to about 100 millibars lower than the surrounding air) which has very fast wind circling around it at speeds of 200 to 500 miles per hour. These 450-1800 foot wide columns can drive straw into wood and wood into metal as they create their path of destruction.

Tornados, die auch als twisters bekannt sind, bewegen sich in der Regel mit etwa 15 bis 30 Meilen pro Stunde in Richtung Nordosten und dauern von wenigen Minuten bis hin zu acht Stunden. Jedes Jahr töten Tornados über 90 Menschen in den USA und sind die verheerendsten aller lokalen atmosphärischen Störungen. Der Wind bei einem Tornado, nicht der niedrige Luftdruck, ist die Ursache der Schäden, die eine Stadt aussehen lassen kann, als sei sie bombardiert worden. -

Tornadoes, also known as twisters, usually move at about 15 to 30 miles per hour towards the northeast and last from a few minutes to as long as eight hours. Tornadoes kill about 90 people each year in the United States and are the most destructive of any local atmospheric disturbance. The wind, not the low pressure, associated with a tornado is what causes the damage, which can make a city look like it was bombed.

Bilanz eines einzigen Tages:
Bislang wurden mehr als 250 Menschen tot in den Trümmern geborgen.-
Until now more than 250 persons were found dead.
