The state of health emergency is declared on Tuesday July 13 in Martinique and Reunion Island, and a curfew will be implemented there due to the increased circulation of the coronavirus, Emmanuel Macron announced yesterday, Monday July 12.
The French president justified this decision, which will be ratified by the Council of Ministers, by the "insufficient level of vaccination" and by the "strong pressure" from hospitals in these two territories, during a televised address.
In one week, from June 28 to July 4, the number of positive coronavirus cases quadrupled in Martinique (410 positive cases, against 110 the previous week). Tuesday, the prefecture of Reunion deplored the death of seven patients from the island during the previous week, whose figures showed "an increase in the number of cases with a weekly incidence rate approaching 150 per 100 000 (inhabitants), a slightly increasing positivity rate, hospitalizations and intensive care admissions on the rise ”.
Emmanuel Macron also announced the obligation for caregivers to be vaccinated and a massive expansion of the health pass from August. "The equation is simple: the more we vaccinate, the less space we will leave for the virus to spread, the more we will avoid hospitalizations and other mutations of the virus," said the president who, by considerably expanding the health pass, virtually made vaccination compulsory for everyone.
"To protect ourselves and for our unity, we must move towards the vaccination of all French people because it is the only way to a return to normal life", continued Emmanuel Macron, who was speaking not at the Elysee Palace, but at the ephemeral Grand Palais, at the foot of the Eiffel Tower.
Vaccination will be made compulsory "without delay" for health personnel, but also all employees in hospitals, retirement homes, establishments for the disabled or even volunteers working in contact with the elderly and fragile, including at home. . The people concerned "will have until September 15 to be vaccinated". On this date will be implemented "controls and sanctions", he warned.
And the Minister of Health, Olivier Véran, to push in the syringe: "From September 15, if you are a caregiver and you are not vaccinated, you will no longer be able to work and you will no longer be paid."
In total, just over 4 million people are affected and among them, 1.5 million are not vaccinated, said French government spokesman Gabriel Attal.
Curfew from July 14th at 11pm for at least 3 weeks
After Emmanuel Macron gave the go-ahead the day before to restore the health emergency in Reunion Island and Martinique, where the spread of the virus is accelerating, this Tuesday, July 13, the Prefect of Reunion Island Jacques Billant announced the imposition of a curfew from 11:00 pm to 5:00 am across the island, starting Wednesday July 14th and for at least three weeks.
During the National Day's celebrations on July 14, no fireworks are set off to avoid new clusters.
The incidence rate of Covid-19 in the French department of the Indian Ocean is 167 cases per 100,000 inhabitants, a level unmatched since the beginning of the health crisis. The incidence rate had exceeded the threshold of 150 cases per 100,000 population for the first time last week. It stood at 147.8 on July 2. The hospital system is under tension and "we cannot count on numerous national reinforcements this holiday season," emphasizes Xavier Deparis, director of health surveillance at the regional health department.
A few days ago the situation in the intensive care units had reached a critical point: there were only 2 beds available, of 112 on the island of Reunion. The number of hospital admissions has been over 150 since March. However, the number of patients admitted to the intensive care unit (39 on July 8) is lower than in March and April, when Reunion Island had many medical evacuations from Mayotte, the other French department in the Indian Ocean, which experienced an epidemic outbreak.
The authorities are concerned about the spread of the Delta variant discovered on the island in May, which has already been identified in 40 infected people in several regions, with the South African Beta variant being largely dominant for the time being, Beta has been present on the island since the beginning of the year and represents currently 9 out of 10 cases.
The population of La Réunion is reluctant to be vaccinated: only 23% of them are fully vaccinated, 29.2% have received a first dose of vaccine. Although La Réunion is the most frequently vaccinated overseas region, the vaccination coverage remains much lower than in the metropolitan areas. However, since the announcement by the President of the Republic of an imminent mandatory health passport, there has been an increase in appointment bookings in vaccination centers.
The prefect has just confirmed that this health pass will become compulsory on the island on the same schedule as in the metropolis.
Restaurants and bars close at 11:00 PM and nightclubs have not resumed. The authorities have not announced any further restrictions for the time being. Airlines between La Réunion and other countries remain closed. Vaccinated people, on the other hand, can move freely in both directions between the island and the metropolis. Anyone who does not have a complete vaccination plan must justify a compelling reason (family, work or health) for the flight. ARS conducts random saliva tests on passengers disembarking from certain flights at Roland-Garros Airport. Positive people are subject to contact tracing.
